A Wales Under-23 semi-pro international, Jones beat Port Talbot's Scott Barrow and Jamie Reed of Bangor City to win the accolade.
Nev Powell's achievement of winning three consecutive Welsh Cups with Bangor City also received recognition as he won the manager of the season award from Andy Cale (TNS) and Mark Jones (Port Talbot).
